The cable has likely been used with some other product that has recognised the FDTI chip and installed this LibUSB driver which is not recognised by the Simple Wizard which sees a different device ID
BEFORE GOING FURTHER REALISE THAT ONCE COMPLETE THE OTHER DEVICE WILL NO LONGER FIND ITS REQUIRED DRIVER.
Right click on this entry in the Device Manager and select Properties from the menu
And proceed to the Driver tab
…and select <Update Driver>
… and Select <Browse my computer for Drivers>
Select <Let me pick from a list of available drivers on my computer>
With this next Dialog un-tick the Show compatible hardware
In this case you should see Manufacturer FTDI and Select from the Model USB Serial Port which should start the install finishing with…
From here you should now be able to connect.
It is important to note that when connecting to the DALIcontrol Duo Mode 3 Power Supply (DCDALCIP250-2) with the DCCABKIT6 programming cable and running DCBMWizard or SimpleWizard that the power supply be in mode 1. To achieve this on the DCDALCIP250-2 press and hold the <ON A> button and momentarily press the <TEST A> button. The Line A indicator will single pulse 5x to indicate the mode.
If there is a compatible driver installed you can try tick Show Compatible hardware, then try selecting one of the drivers below.
If there are no drivers to be found on the Computer in question it is then possible to download the software by going to the following on your web browser https://support.arduino.cc/hc/en-us/articles/4411305694610-Install-or-update-FTDI-drivers and follow the instructions laid out.

NOTE: This information will generally apply to ALL the Molded Case Circuit Breaker Enclosures(The F-frame, B-Frame, H-frame, the J-frame, the L-frame, the M-frame and P-Frame). But for the video a J250S was used.
The wiring diagram on the circuit breaker enclosures will be located on, one of the inside sidewalls of the enclosure. All the necessary information for the enclosure will be on the wiring diagram and will contain the following;
1) Catalog and series number of the enclosure
2) What type of Circuit breakers that can be used
3) Any accessory that can be used in the enclosure, like the solid neutral and equipment ground kit
4) The UL listed catalog number Prefixes for the breakers that can be used in the enclosure
5) Maximum wire sizes for the enclosure(NOTE: Sometimes the breaker can accept larger wire, BUT the enclosure wire bending space will be limited to what the wiring diagram shows)
6) The Wiring schematics
7) The Short Circuit Current Rating information for each breaker at each voltage level
8) The Date code. The date code will be an ink stamp, generally located on the inside back wall of the enclosure. The Date Code will be a 5 or 6 digit code and will read as follows; first two digits = year, the 2nd two digits = week of the year, the 5th digit = the day of the week and the last digit(if used) = the shift. For example, 183241 is year - 2018, week of year -32, day of week - 4 and shift - 1. (Aug. 9th, 2018)
Deferred start of charging
The conditional input can be connected, for example, to a clock to schedule charging hours or to an on-peak / off-peak contactor to charge only during off-peak hours. Start is deferred as long as the input is active.
Charging power limitation
The conditional input can be connected to a load shedder for example. As long as the input is active the charging station reduces the maximum charging current setpoint value given to the vehicle:
• From 16 A to 10 A for 3 and 11 kW charging stations
• From 32 A to 16 A for 7 and 22 kW charging stations
